The European Innovation Council (EIC) Work Programme for 2026 was released in November 2025, establishing a strategy defined by increased upstream risk-taking, operational streamlining for capital deployment, and a heightened focus on technologies critical for European sovereignty. In this article we present the key changes that will take effect for the <\/span>EIC Pathfinder<\/b>, <\/span>EIC Transition<\/b>, and <\/span>EIC Accelerator<\/b> in 2026.<\/span><\/p>\n The EIC Pathfinder supports advanced research to establish the scientific basis for breakthrough technologies, operating within Technology Readiness Levels (TRLs) 1 to 4.\u00a0<\/span><\/p>\n The 2026 Work Programme formally establishes the grant award ceiling as <\/span>EUR 4 million<\/b> for both Open (previously EUR 3 million) and Challenge calls.\u00a0<\/span><\/p>\n The indicative budget for Pathfinder Open increased from EUR 142 million in 2025 to EUR 166 million in 2026 while the indicative budget for Pathfinder Challenges decreased from EUR 120 million to EUR 96 million. The overall budget remains unchanged at EUR 262 million.<\/span><\/p>\n EIC Pathfinder Challenges allocate funding to project portfolios aimed at specific strategic goals. The 2026 Challenges focus on cross-cutting technological enablers:\u00a0<\/span><\/p>\n The EIC Transition funds innovation activities aimed at validating technology and developing business plans based on previously generated research results, providing grants of up to EUR 2.5 million. At the time of application, a minimum of TRL 3 is required however TRL 4 must not be exceeded. Funded applicants should aim to achieve TRL 5 or 6 by the end of the project.\u00a0<\/span><\/p>\n Starting in 2026, eligible results can originate not only from Pathfinder, ERC Proof of Concept, and Pillar II Research and Innovation Actions, but also from <\/span>Research and Innovation Actions funded under the Horizon Europe or the Horizon 2020 Research Infrastructures part<\/b>.\u00a0<\/span><\/p>\n The timeframe for ongoing precursor projects (excluding ERC PoC), will be extended in 2026, allowing applications if the precursor project started more than <\/span>18 months<\/b> before the EIC Transition cut-off date<\/b>, increased from 12 months in 2025. If you are applying on the basis of an eligible project which has already been completed, you may apply within <\/span>24 months of the completion of the project, <\/b>decreased from 30 months in 2025.\u00a0<\/span><\/p>\n The single application deadline for EIC Transition in 2026 is 16 September.<\/span><\/p>\n The EIC Accelerator supports high-risk, high-gain innovations (TRL 5 completed to TRL 8) using combined grant and equity\/quasi-equity finance, targeting scaling SMEs and startups.<\/span><\/p>\n The maximum grant and equity investment component awarded per applicant remains EUR 2.5 million and EUR 10 million respectively. However the<\/span> minimum equity investment component increased from EUR 0.5 million in 2025 to<\/b> EUR 1 million<\/b> in 2026.<\/span><\/p>\n In 2026, the total budget remains EUR 634 million with EUR 414 million (+ EUR 30 million vs. 2025) being allocated to EIC Accelerator Open and EUR 220 (- EUR 30 million vs. 2025) being allocated to EIC Accelerator Challenges.<\/span><\/p>\n The 2026 Work Programme introduces “a major simplification and shortening of the EIC Accelerator evaluation process”, aiming for closer alignment with private investment cycles.<\/span><\/p>\n The programme will move from two full application cut-offs in 2025 to <\/span>six batching dates<\/b> in 2026 (January 7, March 4, May 6, July 8, September 2, November 4). Interview sessions for applicants will take place after each second batch. This higher-frequency schedule, coupled with “more detailed due diligence at the application stage,” enables faster investment decisions post-selection.\u00a0<\/span><\/p>\n The 2026 EIC Accelerator Challenges intervene directly in industrial policies linked to strategic objectives for the EU.<\/span> The five challenges for 2026 are:<\/span><\/p>\n The Critical Raw Materials Challenge includes unique economic security measures: legal entities controlled by a non-eligible third country <\/span>cannot participate as beneficiaries in<\/b> grant-only actions<\/b>. This measure is intended to safeguard European supply chains.<\/span><\/p>\n Formalized in 2025 and continuing in 2026, the Strategic Technologies for Europe Platform (STEP) Scale Up call provides equity-only funding, ranging from EUR 10 million up to EUR 30 million.<\/span><\/p>\n The programme targets three critical strategic areas: digital technologies (including semiconductors and quantum); clean and resource-efficient technologies; and biotechnologies. Applicants must show a convincing plan to leverage the EIC investment to attract three to five times the EIC amount from other investors.\u00a0<\/span><\/p>\n As of 2026, legal entities to the EIC STEP Scale Up call are <\/span>limited to 3 attempts<\/b> of the same\/improved proposal under the Horizon Europe Framework Programme.<\/span><\/p>\n Evaluation of applications will occur in 4 batches during 2026: 11 February; 6 May; 9 September; 25 November.<\/span><\/p>\n The EIC AIC Pilot is a new staged scheme introduced in the 2026 Work Programme, emphasizing milestone-based funding and early integration of user demand. The pilot has been introduced to support high-risk demand-driven deep tech innovation.<\/span><\/p>\n In 2026, applications addressing the following challenges will be accepted:<\/span><\/p>\n The pilot employs a two-stage process:<\/span><\/p>\n Stage 1 (2026):<\/b> A call for solutions starting at TRL 4. Projects receive a fixed lump sum of <\/span>\u00a0EUR 0.3 million<\/b> for up to nine months to validate feasibility. The Stage 1 cut-off date will be 26 February 2026. EUR 6 million is available for Stage 1 in 2026 indicating that 20 applicants should be funded.<\/span><\/p>\n Stage 2 (2027 – indicative):<\/b> A restricted call open exclusively to successful Stage 1 participants. Projects may receive grants up to <\/span>EUR 2.5 million<\/b> to develop and validate solutions, aiming to reach TRL 6 or 7 through extensive user testing.<\/span>1 <\/span>The Stage 2 cut-off date is planned to be 18 June 2027.<\/span><\/p>\n The pilot is open to single applicants (SMEs, spin-offs, start-ups, research organisations and universities) for Stage 1.
